Celia's career with the Town of Silver City started as a temporary employee in the position of Purchasing Agent. She continued as a regular, part-time employee in the secretarial position in the Public Works Department; then transitioned to a regular, full-time employee in the position of Executive Secretary to the Town Manager. Her duties as part of this position included taking minutes of the Town Council meetings. Her knowledge of how local government functioned expanded rapidly. Her position changed with time and her duties evolved into her assuming the additional duties in the role as the human resources contact. In 1999, her position and title were formally changed to Personnel Officer, a role she continues to hold to present. She has enjoyed being a resource to both management and the employees of the Town of Silver City while serving in this position.
